I have a dyson airblade that is switching on its own
for around 23 seconds. There is no exact time delay between each 23 second
start. It does it at different times of the days but it’s always around 23
seconds.
Do you know what the problem is?

Your hand dryer is ghosting. It is staying on for exactly 23 seconds because that is the automatic shutoff time set by Dyson. Something is making your Dyson Airblade believe that there are hands present for the entire time and when the ghost hands do not move, the unit shuts itself off. After it has reset, it will turn on again.
This can happen for a number of reasons. Give the sensors a clean to make sure there is nothing blocking them. Otherwise, you may be in a very bright room with a lot of reflections that are setting off the sensors. If that is the case, you can actually try darkening the sensors - draw on them with a marker - to cut the light coming in. (Try a dry-erase first just in case that's not the solution!) Sometimes if the power coming into the dryer is "dirty" and there could be surges or something similar. That can also set off the unit. If you can move the unit to test for light and power, that would be helpful.
I am assuming that you have a Dyson Airblade AB14 or db hand dryer. If you have an AB12 or Dyson Airblade HU02, the sensor configuration is a little different. If none of these things work, you will need to call Dyson themselves to troubleshoot with you. It could be that the sensor board is simply faulty and needs to be replaced.
I am also assuming there are no hygienically obsessed ancestors of yours roaming the grounds and washing their hands.
